OVERVIEW
The BMP program's goal is to improve water quality in the state's streams, rivers, and the Chesapeake Bay. The program offers cost-share assistance as an incemtive to carry out construction or implementation of selected BMPs. The basis of the program is to encourage the VOLUNTARY installation of agricultural BMPs to meet VA's non-point source pollution water quality objectives. Although resource based problems affectin water quality occur on all land uses, this program promotes efforts for corrective action on agricultural, horticultural and forested lands only. This program provides cost-share and tecnhical assistance to landowners and agricultural operators that VOLUNTARILY install selected BMPs.
ELGIBILITY
For the purposes of the VA Ag BMP Cost Share Program, Agricultural land shall be defined as "land being used in a BONA FIDE program of agricultural management and engaged in the production of agricultural, horticultural or forest products for market. Also, the real estate must consist of a minimum of five contiguous acres AND there must be an annual minimum of more that $1,000 of agricultural products being produced, sold or both from the applicant's agricultural land. Participation in VA's cost-share and/or tax credit program does not convey the public's right to access the participant's property.
APPLICANTS
All individuals and privately held business entities operating agricultural land within the boundaries of VA are eligible to participate in the VA cost-share program. An applicant can be a landowner, agent, or operator of record as long as the individual has control of the property. An applicant may be any corporation, association, partnership, or one or more individuals.
Districts will establish local water quality considerations to serve as guidance for determining which applications will receive cost share and tax credit approvals. These considerations are consistantly applied when considering any BMP for approval.
