What is the Virginia Agricultural cost share program?
The Virginia Agricultural Cost Share Program or VACS aims to improve Virginia's water quality incentivizing voluntary BMPs with cost-share and technical assistance. The Virginia Department of Conservation and Recreation (DCR) partners with Soil and Water Conservation Districts to encourage landowners and agricultural operators to install and implement BMPs. Voluntary participation in the program helps bring Virginia closer to their non-point source pollution water quality objectives.
Is my property eligible?
This program promotes corrective action on agricultural, horticultural, and forested lands. VACS defines agricultural land as "land being used in a BONA FIDE program of agricultural management and engaged in the production of agricultural, horticultural, or forest products for market. The real estate must consist of a minimum of five contiguous acres and have verifiable gross receipts in excess of $1,000 per year from the production or sale of agricultural, horticultural, or forest products produced on the applicant's agricultural land for each of the past three years."
Participation in VACS does not convey the public's right to access the participant's property.
Who can apply?
All individuals and privately held businesses entities operating agricultural land within the boundaries of Virginia are eligible to participate. Applicants can be an individual or a group as long as they hold control of the property. Applicants can be a landowner, agent, operator of record, corporation, association, or partnership.
How are applicants chosen for cost-share and tax credit?
Districts establish local water quality considerations to serve as guidance for determining which applications will receive cost share and tax credit approvals. These considerations are consistently applied when considering any BMP for approval.
How do payments work?
Cost-share payments are made to the applicant (SS# or tax ID) who signs the request form. We will need your social security number or tax ID to get your payment to you. Cost-share amounts vary depending upon the BMP implemented.
